V uměleckých sbírkách Regionálního muzea je soustředěno na půl milionu sbírkových předmětů. Významné místo mezi nimi zaujímá sbírka umělecké historie. Část jejích bohatých fondů spadá do roku 1897, do doby první výstavy sbírek Muzejní společnosti.
Velkou část sbírek tvoří předměty získané od soukromých sběratelů umění. Několik významných sbírek získalo muzeum v meziválečném období minulého století. V roce 1976 obohatila muzejní sbírky kolekce exlibris významného sběratele Karla Pavelky. Jeho sbírka mapuje vývoj československého exlibris mezi lety 1900 a 1975. Nejvýznamnější součástí kolekce je soubor knižních značek solitéra české kultury – Josefa Váchala.
Josef Váchal byl malíř, grafik, vynálezce, spisovatel. Byl rovněž svérázným filozofem a okultistou, výtvarným teoretikem, fotografem a typografem, řezbářský mistr. Patřil k zakladatelům tradice vysoké umělecké úrovně českého exlibris.
Soubor je ucelenou ukázkou Váchalových rytých knižních značek z let 1907 až 1952 a odkazuje i na jeho ranou tvorbu, která je spojena s českým i německým prostředím.
O rozšíření Váchalových exlibris v německých oblastech se zasloužil nakladatel Viktor Singer. V roce 1913 vydal v Hamburku sérii dřevorytů Josefa Váchala. Jeho exlibris pro německou klientelu mnohdy opouštěla zažité tradice, a to jak po stránce obsahové, tak i formální. Často zobrazoval erotické scény, opouštěl tradiční rozměry ex libris, inovoval a vymýšlel grafické techniky. V podstatě tvořil volné grafické listy. Jeho díla odrážela vlivy různých uměleckých směrů, byla však vždy, osobitá, svérázná a nezaměnitelná.

In 1976, the museum assemblage was enriched with a collection ex libris of the significant collector Karel Pavelka. His collection summarizes the development of Czechoslovak ex libris between 1900 and 1975. The most important part of the collection is a set of bookplates of the solitaire of Czech culture - Josef Váchal.
Josef Váchal was a painter, graphic artist, inventor, writer. He was also a distinctive philosopher and occultist, theorist of art, photographer and typographer, master of woodcarving. He was one of the founders of the tradition of the high artistic level of Czech ex libris.
The collection is a comprehensive demonstration of Váchal's engraved bookplates from the years 1907 to 1952 and also refers to his early work, which is associated with the Czech and German environment.
In German areas, Váchal's ex libris was scaled up by the contribution of the publisher Viktor Singer. In 1913, he published a series of woodcuts by Josef Váchal in Hamburg. Established traditions were often abandoned in his ex libris for German clients, both in terms of content and form. There were frequently depicted erotic scenes, he abandoned traditional dimensions ex libris, innovated, and invented graphic techniques. He formed, in fact, free graphic sheets. His works reflected the influences of different artistic directions, but they were always original, distinctive and unmistakable.
